The 1994 NOAC set began a Tutelo tradition of issuing both a trader and a delegate flap. The trader flap is available for any Lodge member to purchase. The delegate flap is issued only to those attending NOAC as part of the Lodge's delegation. Generally each attending delegate is allowed to purchase up to 10 delegate flaps. In 1994 the copper border flap was the trader flap and the blue border flap the delegate.
