In 1972 the executive boards of Blue Ridge Council
#600, and Piedmont Area Council #594 voted to merge effective January
1, 1973. This merger created a new Boy Scout Council and also merged two
Order of the Arrow lodges, Powhatan #456 and Koo Koo Ku Hoo #161.
A totem of three arrows was adopted, this totem according to historical accounts was the traditional totem of the Tutelo tribe. The three arrows remained as the totem until the early 1990's when it was changed to a shield with three arrows. This totem according to historical accounts was the traditional totem of the Tutelo tribe, the last known tribe to inhabit the area around the Blue Ridge Scout Reservation. The older charter number of 161 was retained. Since its formation Tutelo Lodge has served the Council well and has been a leader in scout camping promotion. The Lodge has also been a very active member of sections SE1, SE8, SR-6B, and SR-7A. Several Conclaves and other section events have been hosted at Camp Powhatan. The Lodge has also brought home several Golden Arrow awards from these Conclaves along with members placing high in ceremonial and dance competitions. Tutelo Lodge also has a strong NOAC history. Members of the Lodge have placed high in dance competitions and the Lodge is a past national champion in volleyball competition with three consecutive national championships.
